The exhibit was organized around four content areas: U.S.-Moroccan diplomatic history, American artists influenced by Morocco, Operation Torch and World War II-era history connected to the Legation, and Moroccan influences on U.S. popular culture. Importantly, the grantee would not be responsible for producing the museum exhibit itself, but would be expected to align the youth outreach programming with the exhibit themes and use the exhibit as a platform and anchor for related events.

The funded program was expected to include several specific components. First, the grantee would organize "Bicentennial Talks," described as a series of four speaker programs, lectures, or workshops tailored to youth audiences and intended to present the bilateral economic, security, and cultural relationship in "fresh and engaging ways." Each of these four programs was to be hosted both at an exhibit venue (Rabat or Casablanca) and in at least two additional cities, with particular emphasis on Tangier, Marrakech, and Oujda, which were highlighted because of their relevance to the Legation and U.S. cultural programming sites (American Spaces). For each talk, the Embassy would select and contact one visiting U.S. speaker to serve as the keynote, while the grantee was encouraged to bring in Moroccan experts as panelists or workshop contributors to deepen local relevance and dialogue.

Second, the opportunity required two youth-focused competitions tied to the theme "200 Years of Friendship." The notice intentionally left the format open to encourage creativity, suggesting options such as debates, essay contests, photography competitions, short film contests, or similar formats. These competitions were meant to drive youth participation, generate shareable content, and reinforce bicentennial themes through youth voices rather than only top-down messaging.

Third, the grantee would organize three receptions at the exhibit venues. These were described as networking-style events designed to connect Embassy personnel and visiting speakers with different groups of emerging Moroccan leaders. In practice, these receptions were intended to build relationships with future influencers and professionals, while also creating a formal moment of recognition around the bicentennial campaign and exhibition.

Finally, the project included a promotional component: raising awareness of the museum exhibit and the related bicentennial activities among target youth audiences using social media and billboard advertising. This marketing element indicates the Embassy wanted both physical visibility in key locations and sustained digital outreach to drive attendance and engagement beyond those who are already connected to Embassy programming.

The implementation window was explicitly set for May 2021 through January 2022, and applicants were required to include contingency plans in case public health conditions restricted in-person gatherings. That requirement reflects the timing of the notice in 2020, when event planning needed flexible alternatives such as hybrid or fully online programming, revised audience sizes, or rescheduled activities.

Eligibility was limited to Moroccan non-profit organizations or U.S. non-profit organizations with an established office in Morocco. Applicants were also required to have key U.S. government vendor/recipient registrations: a DUNS number, an NCAGE code, and an active registration in SAM.gov (or proof that registration was in process). The application package had to be submitted in English and included a project narrative, organizational information, and a budget in U.S. dollars, along with the standard federal forms SF-424 (Application for Federal Assistance), SF-424A (Budget Information), and SF-424B (Assurances).
