The Academy for Women Entrepreneurs (AWE) 2020 grant opportunity was a U.S. Department of State, U.S. Embassy Rabat funding competition (Funding Opportunity Number PAS-MOROCCO-FY20-06; CFDA 19.040) to select one Moroccan organization to design and run an intensive, one-week entrepreneurship boot camp for about 50 emerging Moroccan women entrepreneurs. The program was positioned as a public diplomacy initiative with a strong American component, meant to build practical business skills, introduce participants to U.S.-style approaches to entrepreneurship, and create an ongoing network that stays connected to the U.S. Embassy. Applications were due Monday, June 7, 2020, with funding decisions expected by mid-June 2020 (subject to funding availability).

At the center of the boot camp was DreamBuilder, an online entrepreneurship training curriculum created through a partnership involving Arizona State Universitys Thunderbird School of Management and Freeport-McMoRan. The selected implementer was expected to facilitate DreamBuilder modules in a highly interactive way and then strengthen that online content with in-person workshops, talks, mentoring, and hands-on activities. The content focus was practical: helping participants develop business plans, understand how to raise capital, and connect to networks of successful entrepreneurs. In addition to Moroccan business voices, the Embassy wanted the programming to feature American perspectives by integrating local American business experts and professors in Morocco, as well as experts from Moroccan branches of American companies, with an emphasis on including women role models among speakers and trainers. DreamBuilder sessions were to be conducted in English, while supplementary sessions could be delivered in English, Darija, or French.

The target participants were Moroccan women roughly 20 to 28 years old (the narrative also references approximately 22 to 28), including university students, recent graduates, or early-career professionals who had plans to start a business or scale an existing idea. Because DreamBuilder is in English, participants had to demonstrate sufficient English proficiency. Recruitment had to be competitive and nationwide, and proposals were expected to spell out a clear methodology for selection, including deliberate steps to ensure geographic reach and socio-economic inclusion rather than concentrating participation in a single city or a narrow demographic.

Logistically, the program was to be held in a central location chosen by the awardee in consultation with (and subject to approval by) the U.S. Embassy. The awardee carried substantial operational responsibility: arranging and paying for participant travel to and from the program site, lodging in nearby residences or hotels, and full board during the institute. The budget also needed to cover travel, lodging, and full board for at least 10 local facilitators and at least 5 expert speakers, plus promotional and training materials. There were also administrative expectations: the implementer had to be ready for weekly planning calls with the Embassy and/or American trainers prior to launch, and to develop and execute evaluation tools such as surveys or polls before, during, and after the boot camp to measure results.

The Embassy made clear that this was a cooperative agreement, not a hands-off grant, meaning the Public Affairs Office would be actively involved throughout implementation. Embassy roles included providing branding guidance, amplifying promotion through U.S. Mission social media and media engagements, helping identify venues (and approving the final venue), and approving the recruitment and selection plans for participants, facilitators, and speakers. The Embassy also planned to help build a structured, multi-stage application review process that could include technical review, shortlisting, and interviews with Embassy representation on the panel. During the boot camp, the Mission intended to showcase the program to a wider Moroccan audience through outreach and possible engagement by senior officials. The Embassy also anticipated collaborating with the awardee after the boot camp to assess needs and shape a follow-on activity concept.

In terms of program goals, proposals were expected to directly support three main objectives: first, expanding participants understanding of the fundamentals of launching and scaling a business; second, exposing participants to U.S. business development models and connecting them with American entrepreneurship experts; and third, building a sustained network of women entrepreneurs who support one another and maintain a relationship with the U.S. Embassy. Applicants were encouraged to propose varied, interactive learning formats, and each application needed to include a proposed syllabus showing how in-person speakers and activities would complement the DreamBuilder course content and tie back to the stated objectives. Proposals also had to suggest at least one follow-on activity to take place about two to six months later to deepen skills, while noting that this award would not pay for the follow-on itself and that it would depend on separate funding.

Eligibility was tightly defined. Only Moroccan associations, organized civil-society organizations, and academic institutions could receive the award, and they needed to have full SAM registration, experience delivering youth programs, a final registration receipt, and an established bank account at the time of application. U.S. and third-country organizations or nationals could not apply on their own; they were only allowed if partnered with a Moroccan entity. Applicants were also expected to demonstrate experience organizing large-scale programs and a strong working understanding of Moroccos entrepreneurship and business environment. The funding range was approximately $18,000 to $25,000, with one award anticipated, and projects of lesser or greater value could be considered case-by-case. Funding came from FY20 Smith-Mundt Public Diplomacy funds, and the project timeline was expected to conclude by July 2021, with exact dates coordinated with the Embassy. A renewal for up to two additional years was possible on a non-competitive basis if performance was strong and funds were available. Budget rules included a cap that equipment could not exceed 10 percent of total project cost.

To apply, organizations had to submit several required documents in English to Rabatgrants@state.gov by the deadline: a Project Narrative Form, an Applicant Organizational Information Form, a Budget Proposal using the required template in U.S. dollars (using an exchange rate of 1 USD to 9.500 MAD), an evaluation and measurement plan specific to AWE, and a detailed daily syllabus/agenda (using the applicants own template). They also needed to include copies of final registration papers and a RIB certificate, and they were encouraged to list any additional partners and their in-kind or financial contributions. Late proposals were not accepted, and questions were routed to the same email address.
